e-Residency business continuity: 2026–27 changes

A December 2026 digital ID certificate change may interrupt access for affected e-residents. Estonia is also developing a mobile biometric application process for 2027. Check your own notice and plan how your Estonian company will keep working.

Use this free planning checklist. It cannot check your certificate status, identify every affected card or decide application eligibility.

01 / Your next step

Free e-Residency continuity checklist

Answer four planning questions. This tool does not connect to the Estonian authorities or Smart-ID. It cannot tell you whether your particular digital ID is in the affected group.

Not receiving a notice does not prove your card is unaffected.
Your printed card date can differ from its electronic certificate status.

Your answers stay in this browser. Do not enter card numbers, PINs, passport details or personal codes.

02 / Separate the events

What changed, and what is planned?

9 December 2026: affected certificates

A Police and Border Guard Board statement says some digital ID certificates will cease to be valid on this date. It says affected e-residents will receive individual notice and recommends Smart-ID or applying early for a new document. The public statement does not give this checker a reliable rule to classify your card by its issue date.

2027: mobile biometric application

The e-Residency programme says it is developing a mobile app to collect applicants' biometric data and is moving toward a card-free process. Its published guidance does not establish a final launch date, the eligible documents or that physical cards have already ended.

Check your own status. A card's printed expiry date and its electronic certificate status are different checks. Use official ID software and follow any personal notice. An e-Residency digital ID expiring also affects the associated Smart-ID account; check its actual status with official support.

03 / Keep the company operating

Plan the next company action

An interruption to your personal digital access does not itself change your ownership or board role, or end an Estonian company's reporting and tax obligations. Identify the next task and the person authorised to do it.

  1. Card and application: check your notice, certificates and renewal options with the official services. An application is not guaranteed approval or completion by a particular date.
  2. Annual report: ask your accountant or the Business Register which filing route and authorisations apply. Read RIK's guidance for foreign residents.
  3. Tax access: ask the accountant to check their own e-MTA login and your company's permissions. Read EMTA's access instructions.
  4. Representation: a power of attorney may help with a specified company task, subject to the receiving authority's rules. A contact-person appointment is not general authority to act for the company. See the official contact-person explanation.

Need a limited power of attorney?

If you cannot use your e-Residency card, tell us the specific company task you need covered, such as a filing or registry request, and who needs to accept the authority. We can review whether a task-scoped power of attorney or another route is appropriate. The defined register-update package below has a fixed price; other tasks need a company-specific quote. Your sole ownership, board position and ordinary control need not be transferred simply to plan continuity. A power of attorney is not blanket banking authority; any bank or public authority decides what it will accept.

Tell us the company, task, deadline, people involved and any KYC or document requirements. We will confirm the proposed scope, fee, any ongoing cost and third-party charges before work begins.

General e-Residency guidance from Dalanta is free. The register-update package has a defined scope and price; other company-specific work is individually quoted. Existing customers can ask about their current service without buying another package.

04 / Specific register-update service

Register entry update for annual-report continuity

RIK describes an accountant-assisted route for a paper-signed annual report when the company's board members are recorded in the Business Register by date of birth or foreign identification code. If at least one board member remains recorded by an Estonian personal code, that route is unavailable under RIK's published instructions. Read RIK's reporting guidance.

Where suitable for the company and accepted by the registrar, we can help request a change from one board member's Estonian personal code to their date of birth in the company's register entry. We first check every board member's entry, the intended reporting route and whether existing digital access offers a simpler option. The public reporting guidance does not grant an automatic right to make this reverse change.

Your Estonian personal code remains yours for life; a register-entry update does not cancel it, renew e-Residency or restore banking, tax or other digital access. Read the official identity explanation.

How the agreed request works

  1. We review the company and prepare wording for one task-scoped power of attorney. The handling notary's document requirements must be checked before you sign.
  2. You arrange signing or notarisation abroad, any required apostille or legalisation, and courier delivery of the original POA. We arrange the agreed Estonian translation and local notary appointment.
  3. We coordinate one notarial register application, pay the included Estonian notary/application and applicable state fees, follow up routinely and check the resulting register entry.

Typical handling is around one week after we receive the original POA, subject to document acceptance, translation, appointment availability and registrar processing. Obtaining and delivering the POA takes additional time. No approval or completion date is guaranteed.

Fixed price for agreed scope

Register update + POA preparation

€499 + VAT

One-off package: one company, one board member, one POA and one register-update application.

  • Company review and POA wording.
  • Required Estonian translation of the agreed POA and certification pages.
  • One Estonian notary appointment and notarial application fee, plus the applicable state fee.
  • Application coordination, routine follow-up and checking the register result.

Included for the agreed application: the stated Estonian translation, notary and applicable state fees. We confirm the document and language scope before accepting the fixed-price work.

Separate client-side costs: signing or notarisation abroad, apostille or legalisation, and courier delivery of the original POA.

Annual-report preparation or submission, e-MTA access help, ongoing accounting, additional board members, applications or documents outside the agreed scope need a separate quote. The registrar decides whether to accept the change; this package does not guarantee approval.

07 / Common questions

Questions about e-Residency continuity

Does the December 2026 certificate change affect every e-resident?

No. The public PPA statement describes affected digital ID certificates and says affected people will receive individual notices. This checklist cannot determine whether your particular card is affected. Check your notice and certificate status through official channels.

Does the expiry date printed on my card prove its certificates still work?

No. The printed document date and electronic certificate status can differ. Check certificate validity with official ID software and follow your individual notice.

Will Smart-ID continue after my e-Residency digital ID expires?

The official e-Residency renewal guidance says Smart-ID linked to an e-resident digital ID stops when that digital ID expires. Check the actual account status and ask official support about your options.

Is a card-free e-Residency application already available?

The e-Residency programme is developing a mobile biometric process for 2027. Its published programme update does not establish a final launch date or say that physical cards have already ended. Follow the current application instructions.

Does losing digital access end my Estonian company's obligations?

No. Plan for the annual report, taxes and company communications to continue. Ask the relevant authority and your accountant which access or authorisation route applies to the specific task.

Do I need to buy a Dalanta package to use the checklist?

No. The checklist and general e-Residency guidance are free. Dalanta's register-update package and legal address and contact-person packages are optional, separate company services. Other company-specific work is scoped and quoted before it begins.

I can log in, but PIN2 signing is blocked. Has my e-Residency been revoked?

Not necessarily. Login and signing use different PINs, and a blocked PIN2 alone does not prove certificate or e-Residency revocation. Check the message in DigiDoc and follow the official PIN and PUK instructions. Never send anyone your PIN or PUK codes. If the certificate itself is invalid, ask official support which route applies.

How can I keep my contact-person term current if I cannot sign?

Check the term shown in the Business Register and the company’s representation rules. Another authorised board member may be able to sign if those rules allow it. If no board member can digitally sign, ask a notary about the application. Renewing or paying for the service alone does not update the register. See RIK’s contact-person term guidance.

Can I still sign ordinary contracts or letters by hand?

Often yes, if the document’s legal form and the recipient’s requirements allow it. A handwritten signature is not a substitute for every government filing, notarial act or electronic submission. Check the requirements for the particular document before sending it.

Can I view company information without logging in?

Yes. Public company information can be viewed in the e-Business Register without logging in. Certified documents, restricted records and tax information may require identification, authority or a separate request. See RIK’s explanation of public register access.

Is there an annual fee for the €499 + VAT package?

No. The €499 + VAT price is a one-off fee for the agreed register-update scope described above. It is not an annual subscription. Ongoing accounting, later applications and other work are agreed and priced separately.

What does the €499 + VAT register-update package cover?

It is a one-off price for one company, one board member, one power of attorney and one agreed application to request replacing the board member's Estonian personal code with date of birth in the company's Business Register entry. The agreed Estonian translation, one local notary appointment and application fee, and applicable state fee are included. Signing or notarisation abroad, apostille or legalisation and courier are separate. Suitability and registrar acceptance must be checked; the personal code is not cancelled and e-Residency is not renewed.
